How can my eye makeup work with my face?

I have dirty blonde hair with some unnatural warmth (hair dye) and fair/medium cool skin. I'm frustrated because my makeup always seems at a disconnect with my green eyes.





I want them to look clear and not smudged or runny, but black eyeliner always seems to ring my eyes (even if I put it at the outer corners only) and not blend in. Should I put it on the waterline or below the lashline? How can I make it look natural as possible?How can my eye makeup work with my face?
I would use the eye liner to line the top of your eyes. and use some gold or bronze eye shadow to give a more a natural look
