I never used to moisturize my face but I've noticed it has been a bit dry. Does wearing face moisturizer under your makeup cause the makeup to come off?Will putting makeup right on top of a face moisturizer cause the makeup to come off?

No, it doesn't. But use a thicker night cream before you go to bed. It will moisturize more, but it's too much to wear during the day. Choose something lighter for the day, like tinted moisturizer.
no moisturizer is good to apply to your face right after you wash it so it can restore moisture and stuff but if you wait about 10 min after you apply it, an oil free moisturizer actually helps your makeup last longer
